Social and economic benefits for people with disabilities (LISMI)

Protection for persons with disabilities who are not covered by social security because they are not in employment. To this end, a set of financial and technical benefits has been established:
- Mobility Subsidy and Transport Expense Compensation (SMGT). This subsidy consists of a periodic financial benefit intended to cover the expenses incurred by persons who, due to their disability, have serious difficulties using public transport when travelling outside their usual place of residence.
- Healthcare and pharmaceutical benefits (ASPF)
- Minimum Income Guarantee Subsidy (SGIM) – currently abolished.
- Third Party Assistance Subsidy (SATP) – currently abolished.
WHAT TIME DO I HAVE TO ASK?
SMGT (Mobility subsidy to compensate for transport costs): open all year round.
ASPF (Healthcare and Pharmaceutical Assistance): open all year round.
For the SGIM (Minimum Income Guarantee Subsidy) and SATP (Third Party Assistance Subsidy), no new applications are accepted, only notification of changes in circumstances, within 30 days of the date of the change.

WHO CAN APPLY?
Spanish citizens and nationals of other countries legally residing in Spain who meet the requirements established for each benefit.

The requirements for each benefit are:

Amount:
- The General State Budget Law for 2024 determines the amounts for the different subsidies:
- Minimum income guarantee subsidy: €2,098.04 per year / €149.86 per month (14 payments)
- Third-party assistance subsidy: €818.30 per year / €58.45 per month (14 payments)
- Mobility subsidy and compensation for transport costs: €1,002.00 per year / €83.50 per month (12 payments).
WHAT DOCUMENTS DO I NEED?
OFFICIAL APPLICATION FORM, which can be obtained from the Territorial Social Services Management and on this website.
DOCUMENTATION to be submitted with the application:
- When the application is signed by someone other than the potential beneficiary, proof of representation must be provided:
- If the person signing the application is acting as the applicant's guardian: by means of a copy of the court order establishing measures to support the applicant's legal capacity
- If the person signing the application is acting in the exercise of a legal incapacity established by the judicial authority prior to 3 September 2021: a copy of the court ruling declaring the legal incapacity of the applicant for the pension or benefit and the court ruling appointing the guardian.
- If the person signing the application has been appointed by the applicant: certificate from the Civil Registry or copy of the public deed stating that they have been voluntarily appointed by the person concerned to provide support measures for the exercise of their legal capacity.
- If the person signing the application is acting as a de facto guardian without being appointed in a public deed: a de facto guardian form, duly completed and signed by the de facto guardian.
- If the person signing the application is acting as a representative: document proving representation.
- You may provide any other document you deem appropriate to prove the information stated in the application, referring to residence, your own financial resources and those of the persons with whom you live, as well as proof of cohabitation.

The amounts approved in 2025 for the various subsidies are as follows:
- Minimum income guarantee subsidy: €2,098.04 per annum.
- Third-party assistance subsidy: €818.30 per annum.
- Mobility subsidy and transport expense compensation: €1,002.00 per annum.
Obligations of beneficiaries
- To comply with the instructions of healthcare professionals and any rehabilitation measures that may be established, and to cooperate in order to ensure their maximum effectiveness.
- To use financial benefits for the purpose for which they were granted.
- Not to refuse a suitable job offer.
- To submit an annual declaration of their income and that of their family unit on the form provided for this purpose by the body managing their benefits.
- To report any changes in their financial circumstances, living arrangements or residence within fifteen days of the date on which they occur.
Incompatibilities
- It is possible to choose between receiving these subsidies or receiving a non-contributory disability, retirement or dependent child pension for persons with disabilities, provided that the conditions required to access these pensions are met.
- These benefits are compatible with each other and incompatible with other public benefits, provided that they are of the same nature and purpose, and of a higher amount; when the latter is lower, the difference is paid.
