Regulation of the procedure for obtaining supplementary orthopaedic prosthetic benefits within the Castile and León Health Service.

WHO CAN APPLY?

Individuals who require orthopaedic products within the scope of the Castile and León Public Health Service.

WHAT ARE THE REQUIREMENTS?

  • Be registered in the user database and have a health card from the Castile and León Health Service.
  • The prescription must be issued by a doctor belonging to the National Health System (SNS), or by a Base Centre belonging to the Regional Social Services Management of Castilla y León, or by an approved centre to which the patient has been referred by the SNS.
  • The prescription must be issued on the official standard prescription form. The prescription will be valid for 3 months.

WHAT IS THE GRANT FOR?:

Supplementary orthopaedic benefits cover outpatient orthopaedic products included in the General Catalogue of Orthopaedic Benefits of Castile and León, which consists of external prostheses, wheelchairs, orthoses and special orthopaedic devices, and also includes the conditions for the customised manufacture, adaptation, modification and renewal of these products.

WHAT DOCUMENTS DO I NEED?

Once the prescribed product has been purchased, to request reimbursement of expenses, the standard application form must be completed and submitted together with the following documentation:

  • Doctor's prescription.
  • Invoice from the dispensing establishment.
  • Authorisation to consult the user's record in the Castilla y León Health System User and Health Card Database or proof of identity when the applicant is not the user but is acting on their behalf. If the user objects to such authorisation to consult the register, they must submit a copy of their health card or, where applicable, proof of identity, without prejudice to the Administration's right to verify at any time that the requirements for entitlement to reimbursement have been met.
  • Proof of ownership of the bank account into which the payment is to be made or a sworn statement confirming the accuracy of the information provided in the application.
  • Documentation proving representation, if applicable.
  • Any documentation deemed relevant and required in order to prove entitlement to the benefit.

In cases where reimbursement of expenses and payment by endorsement are requested, the original invoice shall be replaced by a pro forma invoice or estimate. Once the transfer of the right to collect has been authorised and accepted by the dispensing establishment, the corresponding original invoice must be presented.

ADDITIONAL INFORMATION:

REQUIREMENTS FOR THE ASSIGNMENT OF THE RIGHT TO COLLECTION (ENDORSEMENT)

Users with limited financial resources or who require high-cost orthopaedic products may assign the right to collection (endorsement) of the portion that can be financed with public funds to the dispensing establishment, without advancing the amount, provided that the following requirements are met:

  • That the value of the amount financed by the Regional Health Management for the prescribed items exceeds the minimum interprofessional wage established annually.
  • That the beneficiary of the orthopaedic prosthesis meets the criteria of social need, duly accredited by a report prepared by the social worker of their Primary Care Management. In any case, the criteria of social need shall be considered to be met without the need for a report from the social worker, in the case of persons who can prove, by means of the corresponding resolution, that they have a degree of dependency equal to or greater than level II, or a disability equal to or greater than 66%. In these cases, it will be sufficient for the value of the amount financed to exceed half of the minimum interprofessional salary.
  • The Health Care Management or Area Health Management corresponding to the user must authorise the endorsement and the establishment dispensing the orthopaedic material must accept it.
  • The applicant must not be subject to any seizure proceedings.

EXEMPT FROM CONTRIBUTION

Users who, at the time of dispensing, belong to any of the following categories and have a user type of TSI001 are exempt from contribution, similar to the Pharmaceutical Benefit:

  • People affected by toxic syndrome and people with disabilities in the cases covered by specific regulations.
  • People receiving social integration income.
  • People receiving non-contributory pensions.
  • Unemployed persons who have lost their right to receive unemployment benefit for as long as their situation persists.
  • Persons undergoing treatment as a result of an accident at work or occupational disease, although this will be financed by the corresponding Mutual Insurance Company for Accidents at Work, the National Social Security Institute or the Social Marine Institute.
  • Persons receiving the minimum living wage.
  • Minors with a recognised degree of disability equal to or greater than 33%.
  • Recipients of Social Security financial assistance for children or minors in permanent foster care or guardianship for the purposes of adoption.
  • Social Security pensioners whose annual income is less than €5,635 as stated in the general taxable base and savings box of their personal income tax return, and those who, if not required to file such a return, receive an annual income of less than €11,200.

REFUND

The refund of the financeable part of the benefit will be made to the bank account indicated in the application, except in those cases where endorsement in favour of the dispensing establishment has been authorised.

    3. Via Web Form: Fill in the required fields for each section, click "Review" and make the appropriate corrections, if applicable, and then click on the electronic processing option ("Submit/Send/Save")..
