Purpose:
Access to and operation of the activity of owner of an accommodation establishment in the form of a tourist apartment, as well as changes of ownership, modification of data, cessation of activity due to closure or change of ownership, and incorporation of data in procedures already initiated.
WHO CAN APPLY FOR IT?
Natural or legal persons, whether or not they own tourist apartments, who provide accommodation services to tourists on a regular or professional basis in the form of tourist apartments and who meet the requirements.

HOW DO I QUALIFY?
- General requirements for tourist apartment accommodation establishments: Articles 9 to 15 of Decree 17/2015, of February 26, which regulates tourist apartment accommodation establishments in the Community of Castile and León.
- Requirements for the categorization of tourist apartment accommodation establishments: Articles 16 to 18 of Decree 17/2015, of February 26, which regulates tourist apartment accommodation establishments in the Community of Castile and León.
What documents do I need?
1.- Access to and operation of the activity: Owners of tourist apartment accommodation establishments must submit the form entitled "Declaration of Responsibility for Tourist Apartment Accommodations" before commencing operations. This form must be duly completed and addressed to the Tourism Department of the province where the establishment is located, in the following cases:
- Start of operations.
- Change of ownership.
2.- Modification of data and cessation of activity: Owners of tourist apartment accommodation establishments must submit the form called Communication relating to modifications and cessation of activity, duly completed and addressed to the Tourism Section of the province where the establishment is located, in the following cases; any modification of the data included in the responsible declaration and in the documents provided, as well as the cessation of activity or cessation due to change of ownership.
3.- Incorporating data or documents: Owners of tourist apartment accommodation establishments must submit the form Incorporation of data or documents to an already initiated administrative procedure, in the event of correction of deficiencies, incorporation of new documentation to the initiated procedure, among others, duly completed and addressed to the Tourism Section of the corresponding province.

• A declaration of responsibility must always be submitted for each tourist apartment establishment before commencing operations. (Art. 21.1 of Law 14/2010, of December 9, and Art. 21 of Decree 17/2015, of February 26, which regulates tourist apartment establishments in the Community of Castile and León)
• In the event of a change of ownership, the new owner must submit a new declaration of responsibility within one month, always before commencing operations. (Art. 21.1 of Law 14/2010, of December 9, and Art. 23 of Decree 17/2015, of February 26).
NOTIFICATION OF CHANGES TO DATA AND CESSATION OF ACTIVITY (Art. 23 of Decree 17/2015, of February 26):
• Changes to the data included in the declaration of responsibility and in the documents provided, as well as the cessation of activity or cessation due to a change of ownership, must be notified within one month of their occurrence.
• Substantial modifications or renovations that may affect the classification or category of tourist apartment accommodation must be notified prior to the reopening of the establishment or the new classification or category.

Los apartamentos turísticos son establecimientos constituidos por bloques o conjuntos de pisos, casas, bungalós, chalés que ofrezcan alojamiento turístico, y se publiciten como tales, siempre que se ceda su uso mobiliario, instalaciones, servicios y equipo, en condiciones que permita su inmediata ocupación, cumpliendo las exigencias que se establezcan en el Decreto 17/2015, de 26 de febrero, por el que se regulan los establecimientos de alojamiento en la modalidad de apartamentos turísticos en la Comunidad de Castilla y León. A efectos del Decreto 17/2015 citado, se entiende por:
- a) Bloque: totalidad de un edificio de una o varias plantas o complejo integrado por pisos, casas, bungalós, chalés, que con instalaciones y servicios comunes sea destinado al tráfico turístico por una sola unidad de explotación empresarial.
- b) Conjunto: agregado de dos o más unidades de alojamiento compuesto por pisos, casas, bungalós, chalés, que, ubicados en el mismo o en diferentes edificios o emplazamientos, y sin constituir un bloque, se destinen al tráfico turístico por una sola unidad de explotación empresarial.
- c) Piso: unidad de alojamiento independiente que se encuentra en un edificio de varias plantas.
- d) Casa: edificación de una o varias plantas que constituye una sola unidad de alojamiento.
- e) Bungaló: edificación de una sola planta en el que, con carácter general, se utiliza como material de construcción principal la madera o similar, y que constituye una sola unidad de alojamiento.
- f) Chalé: edificación unifamiliar de una o varias plantas que dispone de jardín o patio adyacente y que constituye una sola unidad de alojamiento.
- g) Inmuebles análogos: aquellas edificaciones que, sin cumplir todos los requisitos de las edificaciones definidas en los apartados anteriores, son similares en cuanto al tipo de edificación y a las características, objeto y fines turísticos, debiendo cumplir los requisitos mínimos exigidos por la Ley 14/2010, de 9 de diciembre, y los de este decreto, referidos a la cesión de uso con mobiliario, instalaciones, servicios y equipo.

- They will be registered automatically in the Tourism Registry.
- Within one month from the date of submission of the responsible declaration, the standardized plaque must be installed on the exterior, next to the main entrance. This plaque will display the distinctive markings indicating the classification and category of the establishments, identified by gold keys (4, 3, 2, 1), according to each establishment's category, as stipulated in the Decree on Tourist Apartments.
- Upon check-in, tourists must be given an information sheet, either according to the template determined by the owner or the attached template.
- Prices must be listed in a price list, which may be used as a template:
- Owners of tourist apartment accommodation establishments may draw up internal regulations, which must include, among other aspects, the hours of service, the proper use of the equipment provided to tourists, guidelines for the rational use of resources, and other rules for the use and occupancy of common areas and facilities to ensure harmonious coexistence among tourists. These regulations must also include the rules governing admission to and stay in the tourist apartment, which may not, under any circumstances, be discriminatory on the grounds of birth, race, sex, religion, opinion, or any other personal or social condition or circumstance.
- Tourist apartment accommodation establishments located in Castile and León are required to have complaint forms available at each of their premises (which can be downloaded from the link in the "Related Content" section) for tourists upon request, and must provide them with the necessary information for completing the form.
- Information for tourists must be displayed on a notice board or similar medium.
- Printed advertising, correspondence, invoices, and other documentation for tourist apartment accommodations must clearly indicate, in a way that avoids confusion, the Castilla y León tourism registration number, the classification type, and the category. No other names or designations may be used.
- Tourist apartment accommodations are required to maintain a record of tourist arrivals and departures, in accordance with current public safety regulations. They must contact the National Police or the Civil Guard in the corresponding locality.
