Tests for the award or renewal of the certificate of professional competence for safety advisers for the transport of dangerous goods by road (2024)

Purpose:

To convene the examinations for obtaining or renewing the certificates of professional competence of safety advisers for the transport of dangerous goods, in the road transport category, for the year 2024. Candidates may choose between taking the examination as a whole for all specialities or separately for one or more of the following specialities:

  • Class 1 (Explosive substances and articles).
  • Class 2 (Gases).
  • Class 7 (Radioactive Substances).
  • Classes 3, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1, 6.2, 8 and 9 (Solid and liquid substances listed in each of the classes of the European Agreement concerning the International Carriage of Dangerous Goods (ADR) by road).
  • Flammable liquid substances with UN identification numbers 1202 (Gas oil), 1203 (Gasoline) and 1223 (Kerosene).

WHO CAN APPLY FOR IT?

Any citizen who meets the established requirements.

HOW DO I QUALIFY?

  • In order to take part in the tests, the official application form must be submitted in due time and form and the corresponding fee must be paid. The fee for participation in the tests for obtaining or renewing the professional training certificate for security advisers shall be one for each of the specialities requested by the interested party, it being understood that when the ‘All specialities’ option is chosen, only the amount of the aforementioned fee shall be paid, while in the rest of the options a fee shall be paid for each of the specialities chosen.
  • In addition, in order to take part in the tests for the renewal of the certificate, it will be necessary to comply with the provisions of article 5 of Order FOM/605/2004, of 27 February.
    The certificate shall be valid for five years and shall be renewed for five-year periods if, during the last year prior to the expiry of the certificate, the holder passes a control test’.

What documents do I need?

Applications to take part in the tests must be submitted in accordance with the standard form, accompanied by the following documentation:

  • Proof of payment of the fee, stating that the payment has been made by validation of the collaborating entity in which it is made through mechanical certification or, failing this, stamp and date on which the payment was made. In the case of online payment, proof of self-assessment.
    Payment of the fees shall be made in accordance with form 046, and applicants must pay the FEE, the amount of which is set out in the  Annual Order approving the publication of the rates of the fees in force must be paid. : 25,10 €.
    Failure to justify payment of the examination fees in due time will result in the definitive exclusion of the candidate. However, if the payment made is less than the amount stated in the annual fees order, the difference may be made up to the amount in force at the time of the call for applications.
    Under no circumstances shall the payment of the fee replace the procedure of submitting the application form in due time and form.
  • Where applicable, documentation accrediting the representation that he/she holds, unless it has already been presented to the Administration, in which case he/she will indicate the date and the body to which it was presented.
  • In the event that the applicant objects to the electronic consultation of his/her identity or that of his/her representative, if applicable, he/she must provide a copy of the DNI/NIE of both. This objection shall be stated in the application form.

Applicants who do not provide proof of fulfilment of the requirements will be excluded from the tests.

WHAT TIME DO I HAVE TO ASK?

FIRST CALL: 15 working days from the day following the date of publication of the order in the BOCyL (from 9 to 30 APRIL 2024, both inclusive).

SECOND CALL FOR APPLICATIONS: From 1 to 30 AUGUST 2024, both inclusive.

DEADLINE FOR RESOLUTION:

  • Once the correction of the exams has been completed, the selection board will issue a resolution, publishing the provisional list of suitable and unsuitable candidates in the Electronic Headquarters, and on the website of the Junta de Castilla y León, granting a period of 10 working days to submit any claims they deem appropriate.
  • At the end of the period for presenting allegations, and once the claims have been resolved, the examining board will issue a final decision, which will be submitted to the Regional Minister of Mobility and Digital Transformation for the recognition, by means of an order, of the training of safety advisors for the transport of dangerous goods by road of all those applicants who have been declared suitable, issuing the corresponding certificate in their favour. The aforementioned order will be published in the Official Gazette of Castilla y León, in the Electronic Headquarters, and on the website of the Junta de Castilla y León.

    3. Via Web Form: Fill in the required fields for each section, click "Review" and make the appropriate corrections, if applicable, and then click on the electronic processing option ("Submit/Send/Save")..

  4. Download proof of presentation.
