Purpose:
Access and exercise of the activity by owners of tourist establishments in the form of hotel accommodation (hotels, apartment hotels, motels, hostels and guesthouses); as well as changes of ownership, modification of data, cessation of activity, and incorporation of data in procedures already initiated.

HOW DO I QUALIFY?
- The categorisation requirements in accordance with the provisions of Articles 10, 11 and 12 of Decree 65/2015. (DOC 1)
- The specific specialisation requirements for hotel accommodation: Hotels and Hostels, set out in Articles 14 to 22, inclusive, of Decree 65/2015. (DOC 2)
- The remaining general requirements established in Decree 65/2015.
What documents do I need?
1.- Access to and exercise of the activity: Owners of hotel accommodation establishments must submit the form entitled ‘Declaration of responsibility for hotel accommodation’ before commencing the activity, duly completed and addressed to the Tourism Section of the province where the establishment is located, in the following cases:
Commencement of activity. The box ‘1-I declare under my responsibility’ must always be ticked.
Change of ownership.
a) The section ‘1-I declare under my responsibility’ must be checked in the following cases:
When the hotel accommodation establishment was registered in the Castile and León Tourism Register prior to 9 November 2015 and changes are made to its category or speciality, or substantial renovation, extension or refurbishment work is carried out.
When the hotel accommodation establishment is registered in the Castile and León Tourism Register on or after 9 November 2015.
b) The section ‘2-I declare under my responsibility’ must be ticked when the hotel accommodation establishment is registered in the Castile and León Tourism Register prior to 9 November 2015 and is not included in the cases referred to in the previous section.
2.- Modification of data and cessation of activity: Owners of hotel accommodation establishments must submit the form entitled ‘Notification of modifications and cessation of activity’, duly completed and addressed to the Tourism Section of the province where the establishment is located, in the following cases:
Any modification of the data included in the responsible declaration and in the documents provided, as well as the cessation of activity or cessation due to a change of ownership.
When substantial modifications or renovations are carried out that may affect the classification (type), category and specialisation or specialisations of the hotel accommodation establishment.
In the event of a change in the category/classification of the accommodation, the form entitled ‘Annex I Hotels’, ‘Annex I and II Hotels-Apartments’, ‘Annex III Motels’ or ‘Annex IV Hostels-Guesthouses’ must be attached.
3.- Incorporating data or documents: Owners of hotel accommodation establishments must submit the form Incorporation of data or documents into an administrative procedure already initiated, in the event of rectifying deficiencies, incorporating new documentation into the procedure initiated, among others, duly completed and addressed to the Tourism Section of the province where the establishment is located.
WHAT TIME DO I HAVE TO ASK?
Access to and exercise of the activity:
• It must always be submitted prior to the start of your activity. (Art. 21.1 Law 14/2010, of 9 December).
• In the event of a change of ownership, the new owner must submit a new affidavit within one month, always prior to the start of the activity. (Art. 21.1 Law 14/2010, of 9 December and Art. 27 of Decree 65/2015, of 8 October).
Notification of changes to data and cessation of activity (Art. 27 of Decree 65/2015, of 8 October):
• Any changes to the data included in the affidavit and in the documents provided, as well as the cessation of activity or cessation due to a change of ownership, must be notified within one month of the change occurring.
• Substantial modifications or reforms that may affect the classification or category of the accommodation establishment in the hotel accommodation modality, or the inclusion of a speciality, shall be communicated prior to the reopening of the establishment or the new categorisation or specialisation.
NOTIFICATIONS:
- By Postal Mail at the address of the interested party.
- Electronic notification by appearance, by means of a notice via the e-mail address included in the application. This notice shall not have the effect of a notification until the interested party accesses the content of the notification in the
NOTI
notification system.

ADDITIONAL INFORMATION:
- They shall be automatically registered in the Tourism Register.
- It is compulsory to display, next to the main entrance, a standardised plaque containing the distinctive marks accrediting the classification, speciality/ies and category of the establishments (in accordance with Annex V).

- When formalising the tourist's admission, they must be given an information sheet, in accordance with the model determined by the owner or the attached model.

- The owners of hotel accommodation establishments may draw up internal regulations, which shall include, among other aspects, the hours of operation of the services offered by the establishment, instructions for the use of certain facilities and services and other items made available to guests, as well as guidelines for the rational use of resources and other rules for the use and occupation of common areas or facilities to ensure the proper coexistence of users. They shall also include the rules governing admission and stay at the establishment, which shall in no case be discriminatory.
- Hotel accommodation establishments shall have complaint forms, which shall be provided by the tourism departments and made available to guests, and shall provide them with the necessary information for completing them.
- In any advertising carried out by any means, in marketing, correspondence, invoices and other documentation relating to hotel accommodation, the classification, speciality or specialities and category must be indicated in a way that does not lead to confusion, and no other names or designations may be used. Likewise, the Castilla y León Tourism Registration number must be communicated.
- Hotels are required to maintain a record of tourist arrivals and departures, in accordance with current public safety regulations. They must contact the National Police or the Civil Guard in the corresponding locality.
- The following link will take you to the SES.HOSPEDAJES platform, which the Ministry of the Interior has enabled on its website to allow the submission of the required information to the police stations, as well as the basic regulations governing this process.
- Hostels located in Castile and León are required to have complaint forms available at each of their establishments (which can be downloaded from the link in the "Related Content" section) for tourists upon request. They will also be provided with the necessary information for completing the form. (DOC 6)
